Candidates must be Italians or come from other European countries or states.
He or she must have a residence permit which must have been in force for a minimum of ten years.
The chosen town should also not be having more than 5,000 inhabitants—aconcern that is intended to attract development to the small towns rather than the already established mountain resorts.
